here is the sad fact, even on your side of the border.
Kids are not deemed in danger by the law until something happens. They cannot go around pulling kids out of homes on a he said she said basis nor can they do it on internet evidence yet. it takes a violent act or a child's testimony of something sexual that happened to warrant such things. years ago child welfare services got a bit too crazy with pulling kids of out homes and shit hit the fan. they are much more cautious now and for good reasons.
However. in sexped's case, the evidence of his behavioral patterns are clearly shown in archive.org and in his postings of CP on GFY. II would bet that the law enforcement agencies where he resides are waiting for something more serious to do something to him. The best they can do now is get him on the offenders list and a few months jail time and that is about it. it's not worth their time or resources. They have bigger fish to fry such as internet CP rings and major collectors
