Look into it a bit more I think is the general response here.
Goggle will not tolerate pop-ups on the landing page, nor dialer options on join pages.
So, do you have a sponsor that doesnt have pop-ups on page 1 or dialer/phone join options? Then put your affiliate link code. No server required.
If your sponsor is a popup hell old-school make-evey-hit-bleed type of tour, then make a landing page to send your clicks to before sponsor tour, or expect to be declined.
