Nothing cruel about it. As long as only the flight feathers are cut, the bird feels no pain, and it still has enough control to glide to a graceful landing should it decide to think about flying.
It would be cruel to leave a captive bird fully flighted, allowing it to potentially fly into windows or, worst case, actually escape and die from exposure, accident, predator, etc.
If you don't know how to trim the flight feathers, have an avian vet do it and/or show you how. It's a little scary unless you know what you're doing, and COULD be lethal (if you cut a blood feather). But it's really not difficult.
