It can be done for as little as hosting and the domain name and up from there. I have gone out, found girls that wanted their own website, did the photo and video shoots, did the programming and webdesign. Then marketed it. The girl would get a percentage of the profits for the website. As long as money was coming in, they would do new photoshoots and videos each month. Some will even do the 900# and live chat w/ video.

Design it yourself, go for something simple and clean, that's 2 days of work.
Hosting... use something like vibehost. $400 per month for 10mbps, no setup costs.
HTML labor/scripting... pretty cheap if you do most yourself, and just don't use the things which save you some time a day.
Marketing... use guerilla marketing, and add to that the $2000 you mentioned.
There, now you have a site that can do fairly well and has more content than 90% of the sites out there for under $7500./(bb|[^b]{2})/Comment
