some kind of site generator make templates for SE sites. Basically I throw in the metas and sales text, and the generator builds it.
And not that content god one, it's ok, but it takes forever to build a site with it. Too slow.

I've got no idea what kind of software for this. I know of content god only, but, I know a guy that would know. http://www.otscripts.com Old Tom does some good coding.
Rest of it's all good, as far as submitters, I was thinking the monthly chameleon submitter? You could likely get a group rate for that, and offer it to the affiliates through the members section. I don't know how you would make sure it was just used for posting CJ galleries, unless you offered it only to those hosted on Nat Net and only for galleries hosted on their CJ account there.
Rest of it's awesome, I've got the join page open already. Just have to find a domain to use. If you had more reality sites, realitysexlist.com could be used
