Have you done much work with the homeless? The TRULY homeless, i.e. those you see on the streets are there because they choose to be. Many have mental problems but they refuse the free mental care they can get. Ditto with those who are addicted - completely free help, which would cost me thousands of dollars if I wanted it - is refused. Many have families that are more than willing to take them in, but they refuse. They choose to be homeless.

Children and their parents are given shelter, food, clothing, healthcare, education, daycare while the parent is seeking a job, the parent is given free educational classes for jobs, help with filling out applications, bus passes, etc.

If the children are "suffering" it is because the parents either refuse the help they are given or refuse to pass the help to their children. The government, at least in the US, is sitting there literally handing out freebies.
