Your dialer happens to be charging $1.99 per minute which is great, but $3.99 per minute is still acceptable in my book.
Telcoweb, which is the biggest dialer network out there is charging $3.99 per minute and they've been around for quite a while.
Oh, and no one is going to get in trouble. These dialers are using 900 numbers which are already regulated. They will not get shut down as easily as international routes will.
