All the good search engines allow free submits anyways. The optimization is up to you..

Those pay submit sites wont help you get ranked , only listed, and hell anyone can get listed.

I remember buying quite a few Yahoo adult inclusions ($600 a pop) and then the next month they added Google listings. I was very furious to say the least. I still buy on a PPC and PPI basis as well as free submits but a lot more cautiously on PPI buys.

I do think Google has burnt to many bridges. Yahoo has bought Inktomi and is going to use it of course. Inclusion in Inktomi = listing in Yahoo in the near future.
