It's an Acura isn't it? It says "St. Louis Acura" right on the license plate frame.

Don't know about the snake variety. Might have been someone's exotic pet that just took a wrong turn at deciding where to nap. All I know is I'd seriously shit my shorts if I found anything like that anywhere.
