Have you ever seen a welfare mom try to use one of those things at the checkout? When I lived in Louisiana it was pretty funny. They have "Louisiana Purchase" welfare debit cards and they often did not realize they needed a pin number.
Its pretty sad. You could tell they probably never even had a bank account in their life. But if they want to stay on the welfare gotta get with the hi-tech welfare system.
And don't think people do not trade food stamps for such things here in Los Angeles. Happens all the time. Food stamp trading is big money in the ghetto.
