I believe ,given some discussions about this, that the Canadian law considers SPAM like Free Speech. If the Canadians want to spam the shit out of themselves thats fine, but when their shit ends up in mailboxes outside of Canada, thats another story. Neither the Canadian or US Government ( w/ I CAN SPAM) is doing much to stop SPAM. The US is targeting a few mega abusers though.
