It's Dutch, actually Belgium /Dutch. The reporter is asking about "her" situation in a wheel chair, the guy with the high pitch voice is the boy friend of the lady in the wheel chair. As soon as he opens his mouth the reporter can't stop laughing.
After he apologizes a few times, he asks a question about their sex life now, that's when he looses it.. haha.. It's a very funny clip..Comment
