set it up yourself.
its not expensive.
you don't have to set up in delaware or any other state but your own, as an llc doesn't pay taxes.Comment

I used to run www.keyglobalsolutions.com I think that's now defunct, I left a while ago. But there's several places you can register an IBC. Hit google for "Setting up and offshore IBC" and do your research as usual.
