It's definitely Photoshop.

Photoshop and it's clones are tools that are perhaps just as difficult to master as the brush, oil and canvas masterpieces of years past. I don't think that these are truly getting the artistic recognition that they deserve. You couldn't sum work up like that with just a simple... it was an overlay, or mask...
Work like that takes multiple stages... many things to pull it off and make it look "real"
