Probably so, I can only speak for Chicago though as the only place I've ever lived. Would guess the larger cities see it more as more racially diverse compared to the middle of nowhere farm towns with minimal public transportation.

I remember once I was visiting darker part of town and we were "buddies" with some black folk so I met some black chicks, they were very open about "so when we are having sex" or "do you like head". So a few token Blacks are given jobs over Whites it would be such a small percentage to be relevant but a 'Hot' Button to push with small minded dim witted scared people.
The Math & the reality would dictate that Blacks would face far more discrimination than Whites.
