Any ideas re impact of new VISA regs on sponsors?

I think he's referring to the 1% new Chargeback limit. Given the number of $10 or micropayment models out there, it seems many sponsors have gotten around this problem.

The big news would be if cross sales were limited. Now that would be big.

Not all bigger programs are using the micropayment model. This is definitely an issue worth keeping an eye on in the near future.

Frankly, I don't understand why webmasters are sleeping on this issue. Expect a big hit...continuously... until the next big VISA announcement.

Supposedly the fines start kicking in last quarter of last year, this quarter is supposedly the time we'll start seeing its effects.

That wouldn't surprise me since cross sales most of the time are just a way of scamming. People just won't admit it.

You see some of these $30 sites that also have 2 boxes pre-checked @ $30 each. You know nobody out there is knowingly spending $90 in one shot.... all recurring at that.

I have been on the new visa and mastercard rules for over a year now.
Its had no effect on me.

The 1% rule was put into effect Oct 1 2003 for US based merchants. The non US based merchant rate was lowered as of Jan 1. Visa has the discretion regarding who they will fine, how they will assess fines and whether or not they choose to terminate instead of fining.

Of course people have been getting fined for things for quite a while now, some IPSPs pass on chargeback costs, whether they are punitive or administrative, since they are assessed either way. Those with their own merchant accounts get fined and don't mention it in most of the cases where it occurs. Mind you I'm not saying everyone gets fined, just that more people have issues with situations than would care to admit.
