I think he has a huge heart and is a great person and is probably in austria with bush because he was invited and how can you 'turn down' an invitation from the president? also, most of the other undertaking were probably arrainged by his advisors.

No doubt the indians will not give up a cent unless it's going to be in their favor in the long run, and under the cirumstances, I don't blame them.
