No, you already need to own a license in order to buy a 'used' one.
From their site:
OWNERSHIP TRANSFERS
You are allowed to sell your "used" TM3 licence/s, if you no longer need it/them. Price for the ownership transfer is $89 and it includes 6 months fresh support (free server moves/upgrades). However, there are some limitations, which you must follow, when you are buying/selling "used" TM3 licences. If you want to buy a second hand licence you must own one first.
