I think if a poor African child was eduacted from birth to the same standard as a rich American he should be just as clever. It's a case of local conditions as you say.
The issue is too complex really though because you would have to considder whether is's possible to inherit basic survival / instictive knowledge from your parents / ancestors. Comment

I don't believe african americans are physically superior, there are just a lot of social issues pushing them into sport instead of neurosurgery, additionally the brain hasn't evolved much in 2million years and a homosapien from that time would be about as bright as someone today. secondly for evolution to occur there must be environmental pressure given that ALL races lived in pretty much the same conditions until about 2000 years ago there is no evolutionary need to be "smarter" or any driving force unequal between cultures. 2000 years is not long enough for any noticeable difference in evolution, also intelligence in a macro evolutionary sense hasn't a lot to do with survival in recently modern civilisation.Originally posted by Odin88

why aren't black people good swimmers? they probably are.. they just don't have a social proclivity or proximity to a pool or beach as they do to the basketball court.

hey i'd love to be intellectually superior to most other races as a whitey, I just don't believe it, at least not in a practical sense. I'm sure there are statistically very minor deviations but nothing to base anything worthwhile on. It would be like one 50 year old identical twin claiming to be older than the other.
