    Boston Globe Bush Conspiracy

President Bush and his senior aides began plotting the invasion of Iraq just days after he took office in January 2001 and not, as the administration has indicated, after terrorists struck against the United States eight months later, according to former Treasury Secretary Paul O'Neill, who was forced from his post in December 2002.

Exactly. The US has constantly updated plans to invade every country that isn't friendly with the US; that these plans exist is not news. Do we (the US) carry out most of these plans? Nope. But they are there just in case our leaders need them.

Further, Bush had a grudge with Saddam after he tried to take out George Bush Senior (daddy). It's the grudge factor that should be the issue (or oil, or regional imperialism, etc.), and not the fact that there was a plan to invade Iraq pre-9/11.
