I'd rather let the locals get turned down due to being a packed venue, sorry, no room inside, can't get in no matter what clothes you're wearing.

But again, it took me years of learning by mistakes. I swear I could write a book about throwing events within an industry.

I also never had a deal with a venue to allow locals in, unless it was hours after my crowd and IF we had room for them. Usually, I pay a little more to have it be exclusively our crowd. The problem I had was people getting passes from within the convention, then selling them outside of the club, or bouncers taking tips to slide in locals.
