My personal favorite was to line your house with plastic and duct tape.

So, lets create a GIANT plastic bag in one room of our homes.

well if tom ridge doesnt do somethin people will start to question this Homeland Security Office and he might lose his job.

So he learned a few words like "Chatter" and other words that noone really knows what they mean and everything looks good.
