The public policy behind child porn laws was to prevent sex with underaged minors who have no legal right to consent to sex. The reason they don't have a legal right to consent is because society feels that children have not matured enough to weigh all factors in such a decision.

None of the factors above figure in your "proposed law" perhaps if you only limited it to people suffering from Alzheimer's (which has a rough correlation with advanced age) you can make the argument that since these people don't have their full mental capacity, they should by law be prevented from such legal consent as a protected class.
