so let me get this correct... you paid someone to do some work for you, and wired them 3k to start it - did you have a contract with them stating that if the work wasnt done in a certain time frame they would pay all the money owed to you??
what does the contact state?? or did you have one??
the deposit you paid is for their start up work on the site, that is what most contractors agree upon and unless you have a contract stating that the deposit is refundable instead of non-refundable your out 3k.
