The car is a Ferrari, made to be driven in Europe. They don't use miles in Europe. Thus, the mph is in the smaller numbers inside the circle.

Yes, but the outer numbers are the main focus of the speedometer. So is the "MPH" text, as indicated by its matching size. Driving at 50MPH would indicate you're travelling at 30KPH, which is completely backwards. If it is as you say, the car would be illegal for road use. Also, "55" is clearly marked on the outer numbers, because 55MPH was the speed limit instituted by Congress in 1974.
Ferrari might be European, but this picture was taken in a US Car (SoCal), VIN F101CL39637. Also, we do use miles in Europe, it depends on the country.
