Can anyone confirm one way or another that PayPal cannot be used in the Phillipines?

As far as I know they do not. I have hired a person in the Philippines for work and I have to pay him with WU as he tells me that he can not use paypal. I have no idea why they would have such a policy though...Comment

Paypal does not work for Philippine address or bank.
Their atm card works fine in the Philippines.

I believe ikobo.com works...last I heard.
Metro Bank has a New York branch you can make overseas deposits into for reasonable rates.
Maybe open a bank account locally and wire transfer.
Not sure what you need to do, hope that helps.
