In the eyes of the US government concerning 2257... Are AVS sites considered property of the AVS program or the property of the webmaster running the site..? The payment from the signup goes directly to the AVS program .. They then give you a %... which would make you an affiliate..? Or are they viewed as a 3rd party cc processor like ccbill are...
