    There's a big difference between your title:

    "French gvmt to indict Dick Cheney"

    and what the article actually says:

        If Halliburton can get away with overcharging the US government, they can surely get away from bribery, fraud, etc. charges, especially when it concerns some African country.

          Since this law was only passed in 2000 how many times before then do you think the judge has taken a little stipen ?
