If what they did was legal they couldn't get a ticket for it. And on top of that why do you think she wants to keep it quiet, probably doesn't want her family to know, her job to know, her school to know let alone the police and the whole world. And she's just the start to them looking harder at his stuff, it's now national news and they are going to look deeper at everything he does now.
