I'd bet Canada will have something happen before the draft goes into effect and I'd bet it would be labeled as a 'terrorist' attack.
The result of which will be a stronger bond between Canada and the US, and a stronger awareness among americans that "Canada is not safe from terrorisim either!" - which will discourage many people from moving there.
Canada will then strongly enforce their new anti-draft-dodger agreements with the US, since we'll all be uber allies in the war against terrorism.
If you think the war machine is rolling now... just wait and see what happens in 2005 - under Kerry.
