If we were attacked by another country ; then I'm sure all our allies would assist us
But if we were attacked by a group of criminals who happen to be from some country which says it absolutely does not support these criminals then we would launch a criminal investigation and try our best to bring these criminals to justice with or without the assistance of other countries
