animation wizard in paint shop pro is pretty simple..I know I know..Its old school..but hey, whatever works right?

Paint Shop Pro is another cheaper one if they are still around. Used them a while back. That was before I learned how in Fireworks.

Jasc Animation Shop, comes with Paint Shop Pro or on its own.
