If you promote a site (in this case a ccbill affiliate) and you get a chargeback, it shows up on my stats. Question is; does it hinder both the affiliate and me? and do we both get charged the fee?

I'm an affiliate who had a chargeback the other day, the only deduction was the original transaction. If ccbill charge an additional fee then the program master probably pays for it.
As far as who is responsible - the program master, of course. It's your name on the application form. That's why you need to keep a good eye on affiliate sales. -
Exactly, program owner pays the fees. Affiliate just loses their share of the billing. Good thing this is a relatively rare situation.
