Revshare isn't as risk free as you may think, especially small programs don't make much $$$ per member. Some costs, like models, staff, design, scripts, billing, etc. eat up a much higher % of the profit for small programs than for big programs.
When a site has many movies in the members area, preview clips on the tour, hosting costs can be nasty, too, when you aren't big enough to get the really cheap deals. Now, add a few affiliates sending huge volumes of unproductive traffic and you got a problem.
I don't like those popups, too, but it's not like webmasters adding them are greedy, some simply do it to keep their programs running without risking too much.
