No, you wouldn't be able to write a novel. You would be assigned to the garbage collection company, where you would be a garbage man for the rest of your life. If you did well, you might be promoted to middle management - You would live in government assigned housing (a small apartment).
If you did bad you would be transfered up north and would have to pick up garbage on your route in the snow.
