Why do US BASED credit card processors scrubb countries like Poland?

All US BASED credit card processors ( with Jettis being an exception ) scrubb polish credit cards.

What's the EXACT reason? Do countries like Poland really have significantly higher charge backs?
I would say its's the contrary: polish surfers are even less aware of chargebacks possibilities.
I know that credit card penetration in Poland is lower than in the US or Western Europe, but those more wealthy users who have them, would sometimes also want to buy porn with them. They are accepted by Amazon, but declined by default when they try to buy porn sites memberships.

So are the charge backs in Poland really higher than in f.e Germany?

Filters whose name includes ?Risk List? make use of lists that VeriSign maintains. VeriSign performs extensive statistical analysis of millions of e-commerce transactions to determine transaction data elements (for example BIN numbers or ZIP codes) that are statistically more likely than average to be correlated with fraudulent transactions.

Inclusion in a Risk List is not an absolute indication of fraud, only a statistical correlation that indicates that you should evaluate the transaction more closely (and in conjunction with other filter results for the transaction).

Long story short, Poland is still on the shitlist of many processors and banks. Unfortunately, many countries that where on the other side of the iron curtain still are. Time and patience are the only things in this game. Poland just joined the EU so things should hopefully change soon.

yeah, Ibill is the only one from the biggies who accept eastern european cc's. CCbill, Epoch, Jettis have blocked all these countries.

Im from Poland and during my life I met more frauders in US (where I lived for 5 months and Ill be here 3 more) than in Poland for over 23years...

I don't think that is the problem. They just assume fraud by default and it's kinda stupid sicne the huge majority of users from that countries doesnt even know about charge back possibilities.

Back to the thread -

I have had perfectly good uk credit cards turned down every time by ccbill when trying to use it from Poland - We also have had our Polish credit cards turned down by adult processors -

When we buy domains, or other non adult stuff, we have no problems with any cards - So it does look like Poland is sort of blacklisted.

As for adult internet scams - Poland is guilty like all countries, of producing thieves - But it is a fact usa top the fraud list.

Most fraud comes from the US that's a fact and people who commit fraud on the internet usually don't use local credit cards.Maybe the processors think they can scrub on eastern european sign ups because they don't happen that often and nobody will notice.Aren't there local polish processing companies?

Making a chargeback in any european country is virtually impossible. You can´t just pick up the phone/write a letter to get a refund unless you can prove in black/white you were indeed swindled.

Yes, but when a polish surfer is sent to an US paysite, he gets declined by default by the US processor ( maybe Jettis will accept him, but I've read something that Jettis was sold to Epoch recently... )

I know that not many poilish surfers will try to sign up with a credit card, but those who will are rather honest.

If there was less scrubbing, then overall conversions across all major sponsors could be slighly better.

BTW i am not talking only about countries like Poland..i've read yesterday a paysite owner from Australia asking someone to test- join his site, becasue he was also declined 'cause he lives in Australia.

I know scrubbing has a reason, but it definitely descreases the number of overall sales in this industry.
