Trax... to get a .fr domain name you either need to have a French company with that name or a trademark on that name. In the case of sex.fr they have a trademark on 'sex.fr'.
With .de domains it's different. Almost all names can be registered and you can register as many domains as you want to but you need to have a presence in Germany.
The legal aspect is a bit more difficult, i.e. each domain needs an 'Impressum' with all contact information including the name(s) of the managing director(s) and a lot of other stuff. Also, you need to name a 'Jugendschutzbeauftragter'... you can use a lawyer for that if you don't want to be it yourself.
And, of course, you have to abide by the German 'porn laws' which is a pain in the ass. For example, go to a German adult webmaster board. If they want to link to GFY they have to put the link behind an AVS.
BTW everybody can register .co.uk, .ch, .li, .at domains. I don't know anything about .nl.
