Point being, They are taxing on a different exchange rate. It may bot add up to much, but it does for larger items.

the tax has to be calculated in the same currency as the auction price. if it's calculated in a different currency, it's not 7%.
7% USD tax on $100 USD = $7 USD = $9.38 CDN (rate of 1.34)
7% CDN tax on $100 USD = $7 CDN = less than 7% of total price.
if you're buying something for $100 USD, 7% of that is $7 USD, no matter what currency you calculate taxes in.
