when he "did do something" he attacked afghanistan. destroyed all the terrorist based and destroyed the Taliban regime which had been protecting Osama Bin Laden and all those who trained there in spite of the fact that the US had tried for 4 years through diplomacy to get the Taliban to hand him over.
