A President cannot make a law. A President can initiate Executive Orders within limits...and the Executive orders can only stand if the Supreme Court decides that the order is within the power of the office of the Presidency and are also within the frame work of the Constitution...so no...President Bush will not do anything "without regard for the constitution".
