#1: Start hanging out with your female friends. You'll meet their friends, and their friends, and so on.
#2: Participate in social activities. Preferably things you find interesting. That way, you'll meet women who are also into those things. Could be anything from sports to political debates.

Oh, and also: go to parties. A party is the perfect place to meet women in a non-threatening environment.

Hes new to the city .. so he may not have female friends or party invitations.

I agree that social activities is a great idea though, maybe join a local gym.. that way you look like you are there to work out and not trying hard to pick up
