The federal response to a disaster is 5-7 days.
The mayor told everyone on Sat/Sun to have food and water for 5-7 days
because it will take that long for help to arrive.
The last big hurricane in Florida it took the feds about 4 days to
get in there so this is pretty much right on schedule and this is with
preplanning and staging.
What's a total breakdown is the city and the mayors actions.
The city could have used school buses starting on Saturday to
get people out like their disaster plan calls for !
They could have used ambulances to take out critical hospital patients
but they chose to ignore the evacuation because they wanted two more days

The people were warned to take food and water with them into the shelters. I personally saw at least one women who was interviewed while waiting in line to be searched prior to entering the Super Dome and she was in point asked why she did not have any food and water with her (she had only the clothes on her back). Her answer was...she expected to be supplied with food and water. At this point in time it has been approximately 108 hours since the storm hit land...approximately 72 or so hours since the levees were breached. Tens of thousands have been rescued and evacuated during this 72 hour period. How many hours could have been cut from this time...I don't know...maybe you do...how much more could have been done...I don't know...maybe you do. Is the Federal Government totally responsible for any failings...I do not think so. The failures begin with the local government...then the State Government...in my opinion. It is my understanding that the Governor initially only called up 2,000 Guardsmen. She then claimed she asked for 12,000 Guardsmen...then she claimed she asked for 40,000 Guardsmen...but when the interviewer tried to pin her down to what exactly she asked for and when...she would not answer. In addition the Federal Government does not control the Guard unless they are activated for Federal Service. State Governors control the Guard and State Governors usually have agreements with various other states for Guardsmen if they need additional help. It is up to the Governors to call for the use of their Guardsman and in what numbers and deployed to what areas...and if need be to call upon their fellow Governors...with whom they have agreements for additional help.Originally posted by AsianDivaGirlsWebDudeMaybe? I have seen several officials from the Army Corp of Engineers interviewed and all of them stated that the cuts in funding did not have anything to do with the breeches in the levees. They stated that the problem with the levees is the fact that they were built to withstand a cat 3...and not a cat 4 or 5. They stated that upgrading the levees to cat 4 or cat fives was never in their foreseeable plans...and further more they stated the intended work on the 17th street canal break would not have prevented the breech in the levee.

Considering that this disaster was predicted and predicatable, I would say that effective relief should have arrived as soon as the main storm had past, and Government provided evacuation support should have occured before the storm even hit.
Preventative measures (such as shoring up the old levees), should have been done well in advance of the storm. Even without that, the disaster response had ample time to be organized, staged, and implmented, without the loss of life and suffering that occured.

Considering that this disaster was predicted and predicatable, I would say that effective relief should have arrived as soon as the main storm had past, and Government provided evacuation support should have occured before the storm even hit.
Preventative measures (such as shoring up the old levees), should have been done well in advance of the storm. Even without that, the disaster response had ample time to be organized, staged, and implmented, without the loss of life and suffering that occured.

Officials of the Army Corp of Engineers have already stated that any plans they had for the levees in the foreseeable future would not have prevented breeches in the levees. The levees were built to withstand a cat 3 and not a cat four or cat 5 hurricane...and the funds that were denied the Army Corp of Engineers would not have altered this fact. They were only going to strengthen the levees is some areas to bring them back up to cat 3 standards.
