Doubt there actually are any PER SIGNUP sponsors from Russia.
Partnership only I beleive.
PER SIGNUP requires your own internet merchant account - most of russian webmasters dont go for it.

RussianScan 50% partnership and lots of free content.
Red Teen (SawCash) 50% partnership and free content.
Russian Brothel 60% partnership.
Russian Housewives 50% partnership.
