I don't know if I would go that far. Before formating if you are using XP use the restore system to a previous date feature. i've used that a few times when i screwed up my comp, lost a driver or something and it works pretty good.

Reboot your computer in "Safe Mode"

Go to C:/Windows/System/Windows32/folder

Delete "mscbo.exe"

Reboot your computer to normal mode.
