Just because someone is a surfer and not a webmaster, that doesn't mean he\she is an idiot. A lot are, a lot are not. Besides, even webmasters are surfers every once and a while.

I'd say it's fairly high, but not nearly 85%. If it was 85% people would be advertising at least partially to surfers.
