I believe it's a sham.
It's sorta like how some men will claim to be "bi-curious", but in reality they are 100% gay sluts. By making this claim they believe it will increase their worth so that it will be easier for them to hook up with someone. This is actually quite common.
Now the case of the HIV- who want's to be HIV+. My guess is that such people are already HIV+, but think they can get an easy hookup out of the claim.
I've seen some of these bug chasers online, and their act isn't very believable. You can tell they are just looking for the sex, and are already HIV+.
But that doesn't address the HIV+ guy who is actually willing to "plant his seed". That's pretty diabolical, and those people do exist and are very real. I wonder how many of these guys don't tell their parners they are poz just for the sake of spreading it?Comment
