It appears WarOnPornography.com (I followed the link through to the choice of email) wants to encourage legislation which makes it illegal in local geographic communities to transmit child pornography. Their site is clean, crisp and simple - which will appeal to a large demographic.

The answer I believe is - yes - ISPs are partially responsible. If the ISP is KNOWINGLY transmitting child pornography they should be shut down - without exception!!!

However, to expect each individual ISP to "filter" the internet is unrealistic.

I believe that each geographic community (city, state, country) should have the right to block access to various online communities.

In otherwords, a state or province could decide to block internet access to the top offenders - like the TLDs of ".RU", ".AT" and ".TO"

The poorer countries of the world distribute the most child pornography. The threat of complete disconnection hurts all their mainstream business - and hence motivation for action is increased.

The reality is child pornography on the internet has increased 50% per year - year after year. Therefore, if the above statement is true - new things must be tried.
