This is one of those, how long is this piece of string questions.
How big and how good do you want it.
Good content is at a premium today. Try and start a site with bad content and watch yourself fail. Good content is going to be $20 a set and upwards, try and start a site with less than 200 sets and watch the Charge Backs roll in.
The guy just left a site with 2,000 sets for $30 a month so unless you charge $3 he is going to feel pissed.
And if that content has been on every blow out sale for the last 12 months there is a good chance he's seen it before and again you risk charge backs.
I would say start doing TGPs with your own bought content, keep some of the URLs allowed on the license back to put into a paysite down the road. Buying 10 a week in the same niche will give you 500 by the end of the year and a flow of traffic you can redeirect to your site.

Dude, I dunno why these people are telling you the booolshit. It was about 10k a couple of years ago. Now you can do it for 3k. There are some insane deals on pics and video for just $999 that will give you everything you need to start. You can get a decent design for about $500. Hosting for $100 and then pay Visa. Just do a search for the deals I mentioned.
A quick note, it's not always necassary to have exclusive content or things like that contrary to what some content producers will tell you. What is necassary is having a good theme for your site and figuring out how you are going to package and present your content in accordance to your theme.
I've trusted my sites to them for over a decade...

you can do one with just 2-3k! (and then you'll say your friends how happy you were throwing 2-3k to trash ) or you can start thinking in 5-6k MINIMUM and then planning some cash for the following months, at least 2-3k for the first months until you're on track. Of course, this assuming you've found some good niche to go, if you plan on general teen/hardcore sites with the same content everybody uses you'll need a little more. if you ask me, I'd give you a good niche site (you must suggest it, of course, otherwise I'd do it by myself) with exclusive pix+vids content for something like 8k, and then you'd need to fill it with more non exclusive content, maybe plugins, then add hosting, VISA fees, promotion, etc. Just do the maths. Problem here is that there's always people that says "Hey, throw me a couple of grands and I'll give you a paysite" and they'll prolly do, but it won't worth a dime and you'll end trying to sell it at GFY
