These same pictures get posted on news sites, CNN, MSN etc. Who's to say anyone photoshopping it didn't grab it from there?
And this isn't a porn board, it's a webmaster board first and foremost. If her pic can be posted all over the net on media sites it can be posted here. Someone could maybe get peeved over hotlinking (if it's hotlinked), but other than that..... she's not nude, as far as I'm concerned these kinds of pics are fair game.
