          it can have drastic effects if you move to a host that another SE spammer got the IPs banned

              There should be some kind of disclosure put in place by the Host.
              Then again who would want those IP's once they knew.

              Kind of like if you buy a house where there was a mass murder or something the realtor is obliged to inform you of this ahead of time.
